The creation of a Manual of Operations is a good step forward along these lines. The more this helps us understand the processes by which we live the stronger the community will be.
Distributing a list of faculty loads annually helps us see how the gifts of all are being used. It would be helpful to also distribute lists of faculty advising loads and committee/task force responsibilities for the seminary and university. Distributing adjunct faculty information to the appropriate departments helps in transparency. Having divisions meet each semester with adjuncts is also helpful.
At one point we were considering adopting a rotation schedule for teaching electives. If that happened I missed it (apologies). But that would encourage transparency.
Having people regularly share and present on their syllabi, especially for core courses, so we see what folks are assigning and the assignments they give, would be most helpful.
